GetDomainByID(Int32, Boolean) |
Returns a request-scoped clone of the domain with the given Id. DomainPaths are always
populated on the cached entries; the loadDomainPaths parameter is
retained for source compatibility and is now a no-op.

GetDomainByPath |
Find a domain by the URL host or application path. Walks the cached domain list looking
for an active DomainPath whose Path matches (case-insensitive). When the cached list has
no match, performs a targeted SP_CORE_Domain_GetByPath call to detect paths added
to the database since the cache was loaded; on a successful SP match the all-domains
cache is rebuilt under _domainCacheLoadLock()()()() so subsequent lookups hit the
in-memory list. If the SP also reports no match, falls back to the first active domain by
DomainID, then to the first domain by DomainID — mirroring the legacy
sp_CORE_Domain_GetByPath behavior. The returned Domain is a
per-request clone — safe to mutate.
